ABRA needs to sleep for eighteen hours a day. If it doesn’t, this POKéMON loses its ability to use telekinetic powers. If it is attacked, ABRA escapes using TELEPORT while it is still sleeping.

Level 16 gets you Kadabra. Quick enough that Abra barely slows you down.
In Ruby & Sapphire, Abra does the job early-game if you need a Psychic type on your team. Evolve it into Kadabra before the later gyms and it holds up fine through the story.
