No wild encounters for Meganium. The 3-stage chain runs through Chikorita, which you can catch but it's a rare spawn from the locations below. Evolve at level 32 once you've got the levels.

For Crystal, we rate Meganium C-Tier: a niche pick in Crystal's meta. At 525 BST, it fits the support role. Synthesis with Leftovers is the standard set.
Base 80 Speed is workable. Faster than some, slower than many. On offense, Meganium is a special attacker with base 83 Sp. Atk. Defensively? Tanky enough to absorb a few hits. Best used as a support.
In Crystal, the best way to handle Meganium: Super-effective STAB from faster Pokemon is the simplest answer. Fire, Ice, and Poison-type attackers hit hardest.
