In Crystal, Lickitung isn't fully evolved, so it's not built for competitive play. You'll want to evolve it into Lickilicky to unlock its full potential. At 385 BST, it's a stepping stone rather than a team anchor.
In Crystal, Lickitung's biggest threats include Machamp (Fighting), all carrying super-effective STAB moves. Only 1 weakness means fewer dedicated counters to worry about. At base 30 Speed, Lickitung won't outrun any of these threats so switching to a resist is usually the safer play.
In Crystal, Lickitung fills the balanced role. It's a physical attacker with base 55 Attack. Base 30 Speed is low. Priority moves or Trick Room are the way to go. And it's enough bulk to take a hit or two.
In Crystal, Lickitung does the job early-game if you need a Normal type on your team. Evolve it into Lickilicky before the later gyms and it holds up fine through the story.
