How to Get Hoothoot in FireRed & LeafGreen
Hoothoot doesn't show up in FireRed or LeafGreen wild grass. Getting the owl into Kanto means trading one from a Gen 3 game. Ruby, Sapphire, and Emerald all have it on normal routes.
