Seafoam Islands Guide
Deepest floor, B4F. You need Strength to push boulders into the holes on upper floors, which blocks the water current on B4F so you can Surf to Articuno's platform. Without pushing the boulders first, the current sweeps you past it. Articuno is level 50, Ice/Flying. Save before interacting.
Both, yes. Surf to enter from either Route 19 or Route 20, and Strength to push the boulders that redirect the water current inside. Without Strength you can still explore the upper floors but you can't reach Articuno or the lower cave areas.
Old Rod only catches Magikarp. Good Rod adds Horsea, Poliwag, and Goldeen depending on the area. Super Rod is where the good stuff lives: Gyarados, Seadra, Staryu, Kingler. You get the Old Rod in Vermilion, Good Rod from the Fishing Guru south of Lavender Town, and Super Rod from his brother on Route 12.
If the encounter table shows Surfing or any Rod encounters, yes. Surf itself is HM03, found in the Secret House deep inside the Safari Zone. You also need the Soul Badge from Koga in Fuchsia City to use it outside battle.
