Raw HP carries Whiscash's bulk more than the defenses do. Speed barely registers. But that HP pool covers for it. A moderately hard to find Whiskers Pokemon that yields 2 HP EVs on a medium-fast 1M XP curve.
Mysteriously, it can foretell earthquakes. In the daytime, it sleeps in mud at the bottom of a pond. When it awakens, it continually feeds throughout the night.
Whiscash Weakness
Whiscash is weak to Grass. Watch out for Grass attacks, those deal 4x damage. On the flip side, it's immune to Electric-type moves entirely. 4 resistances help offset the weaknesses. With 110 HP and balanced defenses, Whiscash can afford to eat a neutral hit or two.

Oblivious is the go-to ability for Whiscash. It prevents infatuation and protects against captivate. Its hidden ability Hydration can work in specific setups. Anticipation is the other option. Pick based on what your team needs.
At base 60 Speed, it won't be moving first often. On offense, Whiscash is a mixed attacker with base 78 Attack and 76 Sp. Atk. Defensively? Enough bulk to take a hit or two.
