Smoochum is a baby Pokemon from Gen 2 — it can't hold its own in battle yet. The payoff is Jynx, which is where the real competitive value lives. Worth raising if you need one on your team. Its typing leaves 6 weaknesses to cover, which limits where it can switch in safely.
Sp. Atk and Sp. Def carry most of Smoochum's stat budget. Defense's the obvious dump stat. Tough to catch and yields 1 Sp. Atk EV. Follows a medium-fast 1M XP curve.
It actively runs about, but also falls often. Whenever it falls, it will check its reflection on a lake’s surface to make sure its face hasn’t become dirty.
Smoochum Weakness
FragileType-wise, Smoochum takes extra damage from Fire, Bug, Rock, Ghost, Dark, and Steel. Smoochum's special bulk (base 65 Sp.Def) helps absorb special-type weaknesses, though physical moves exploit the lower Defense.

Breeding's the move. Fake Out and Ice Punch give Smoochum options it can't learn any other way, and Ghost and Normal coverage and more already covers a decent range on top of Blizzard and Dream Eater. The egg moves push it further.
