Timid nature gives Pidgeot the fast special lean it needs to trade hits effectively. Heavy-Duty Boots adds hazard immunity on every switch-in, max Sp. Atk and Speed EVs split the difference, and utility options punishes anything trying to wall it. Roost keeps it topped off between trades.

In Legends: Z-A, Pidgeot has a 479 base stat total and ranks as C-Tier: a niche pick in Legends: Z-A's meta. It works best as a support. Roost with Heavy-Duty Boots is the standard set.
Mega Evolution isn't available in Legends: Z-A, but Pidgeot does have a Mega form in Gen 6-7 games (X/Y, ORAS, Sun/Moon). Mega Pidgeot hits 579 BST.
Keen Eye is the go-to ability for Pidgeot. It prevents accuracy from being lowered. Its hidden ability Big Pecks can work in specific setups. Tangled Feet is the other option. Pick based on what your team needs.
