That 4x Grass weakness is something every Omastar user needs to plan around. Swift Swim doubles its Speed in rain, which helps. Known as the Spiral Pokemon. The stat spread leans into special offense.
Defense and Sp. Atk carry most of Omastar's stat budget. Speed's the obvious dump stat. Tough to catch and yields 2 Defense EVs. Follows a medium-fast 1M XP curve.

Breed with Omastar to get Omanyte eggs using 69 partners from the Water1 and Water3 egg groups. Notable egg moves include Aurora Beam, Bubble Beam, Haze and 8 more.
Life Orb and Swiftswim form the backbone. Omastar invests max Sp. Atk and Speed EVs to play its special attacker role properly, and Modest nature pushes Sp. Atk higher. Surf handles the heavy lifting on offense. The remaining moves rounds it out.

Omanyte evolves into Omastar at level 40. Omastar is the fully evolved form. At 495 BST, it's got solid stats to work with.
Swift Swim is what you want on Omastar. Every competitive set worth running is built with that ability in mind. The alternatives (Shell Armor, Weak Armor) work on paper but Swift Swim is what makes Omastar worth using. On wall sets, Swift Swim pairs with Omastar's base 125 Defense to absorb physical hits on the switch.
At base 55 Speed, it won't be moving first often. On offense, Omastar is a special attacker with base 115 Sp. Atk. Defensively? Enough bulk to take a hit or two. Best used as a wallbreaker.
