Alternatively, transfer the pre-evolution and level it up to Lv 30.

Two outside steps make Ampharos work in Kanto. Start with a Mareep from Ruby, Sapphire, or Emerald, hit level 15 for Flaaffy, then level 30. No shortcuts through a FireRed or LeafGreen catch.
