Raw HP carries Regidrago's bulk more than the defenses do. Defense barely registers. But that HP pool covers for it. A near-impossible to catch Dragon Orb Pokemon that yields 3 HP EVs on a slow 1.25M XP grind.

You can't breed Regidrago or evolve it into anything else. This Dragon legendary packs 580 stats and doesn't need a chain to be relevant.
How to Evolve
Dragonsmaw isn't flashy, but it matters. Combined with Dragonfang for extra utility and max Sp. Atk and Speed EVs, Regidrago fills the special attacker slot reliably. Timid nature finishes the spread.
