Torracat at level 17 is the mid-stage. Push through to Incineroar at level 34 for the final form. 320 BST right now won't cut it long-term.
Level 17 gets you Torracat. Quick enough that Litten barely slows you down.
In Scarlet & Violet, For a casual playthrough, Litten works as a placeholder. Fire coverage is useful early. The real payoff is Torracat. That's where the stats start mattering.
