In Brilliant Diamond & Shining Pearl, Gligar isn't fully evolved, so it's not built for competitive play. You'll want to evolve it into Gliscor to unlock its full potential. At 430 BST, it's a stepping stone rather than a team anchor.
Hyper Cutter prevents Attack from being lowered by other Pokémon. That's the one you want on Gligar. Immunity is the hidden ability. Niche, but it has its uses. Sand Veil works too if your team needs something different.
In Brilliant Diamond & Shining Pearl, Gligar fills the balanced role. It's a physical attacker with base 75 Attack. Base 85 Speed is workable. Faster than some, slower than many. And it's enough bulk to take a hit or two.
