Wooper sits at the start of its evolution line — not yet at full power, but that changes fast. Most trainers push through to Quagsire as fast as possible. Known as the Water Fish Pokemon. Part of the Gen 2 roster.
Nothing fancy in Wooper's spread. It leans mixed with HP out front. And you'll get 1 HP EV per KO for it. Follows a medium-fast 1M XP curve.
It lives in cold water, half burying itself in mud at the bottom to sleep.
When the temperature cools in the evening, they emerge from water to seek food along the shore.
Wooper Weakness
GoodType-wise, Wooper takes extra damage from Grass. Watch out for Grass attacks, those deal 4x damage. Electric moves do nothing thanks to a full immunity. The Water/Ground typing picks up 4 resistances to work with. Water Absorb grants an additional Water immunity, reshaping the matchup chart.

You can catch Wooper through 26 walking and surfing encounters from Lv. 18-40, but availability differs between Diamond and Pearl. Some spots are exclusive to one version.
At 210 BST, Wooper is firmly in pre-evolution territory. Evolve it into Quagsire before bringing it to any serious fight.
Wooper's biggest threats include Venusaur (Grass), all carrying super-effective STAB moves. Venusaur is the most dangerous since Grass moves deal 4x damage. Only 1 weakness means fewer dedicated counters to worry about. At base 15 Speed, Wooper won't outrun any of these threats so switching to a resist is usually the safer play.
Wooper can evolve into Quagsire and Paldean Clodsire depending on the method. Wooper is the base form in a 3-stage evolutionary line.
Wooper gets Unaware, Damp, and Water Absorb. But Unaware is the one that matters — it's the centerpiece of every viable set. Build around that.
Wooper is a physical attacker with base 45 Attack. Fragile — can't afford to take many hits, too. But the speed tells the real story — base 15 Speed is low. Priority moves or Trick Room are the way to go.
