Mid-stage Pokemon like Jigglypuff rarely see competitive play outside of special formats. It's a waypoint on the road to Wigglytuff, which is where the real potential kicks in. Known as the Balloon Pokemon. Been around since Gen 1.
Jigglypuff's spread is anchored by HP, with balanced defenses backing it up. Defense is the clear weak point. Worth 2 HP EVs per KO, and the fast 800K XP curve keeps leveling painless.

Jigglypuff Weakness
GoodJigglypuff's Normal typing leaves it vulnerable to Fighting moves. It shrugs off Ghost-type attacks completely. Only 1 weakness makes it relatively easy to build around defensively.

Jigglypuff connects Igglybuff to Wigglytuff as a Normal type. Can't breed at 270 stats, just keep evolving. So far, HP got the biggest boost (+25 from Igglybuff). The final form adds another 165 stats on top.
How to Evolve
an ability isn't flashy, but it matters. Combined with an item for extra utility and flexible EVs EVs, Jigglypuff fills the attacker slot reliably. A nature nature finishes the spread.

Watch for Hitmonlee (Fighting) when using Jigglypuff. They all hit it super-effectively with STAB. Only 1 weakness means fewer dedicated counters to worry about. At base 20 Speed, Jigglypuff won't outrun any of these threats so switching to a resist is usually the safer play.
Igglybuff evolves into Jigglypuff by leveling up. Jigglypuff evolves into Wigglytuff using a Moon Stone. Jigglypuff is a middle-stage evolution in the Igglybuff line.
Jigglypuff fills the balanced role. It's a mixed attacker — base 45 Attack and 45 Sp. Atk. Base 20 Speed is low. Priority moves or Trick Room are the way to go. And it's fragile — can't afford to take many hits.
