Fletchinder at level 17 is the mid-stage. Push through to Talonflame at level 35 for the final form. 278 BST right now won't cut it long-term.
Level 17 gets you Fletchinder. Quick enough that Fletchling barely slows you down.
For Omega Ruby & Alpha Sapphire, you can run Fletchling through the first few routes without issues. 278 BST won't carry you far though. Get it to Fletchinder as fast as you can.
