As a result of storing too much electricity, it developed patches where even downy wool won’t grow.
Its fluffy fleece easily stores electricity. Its rubbery hide keeps it from being electrocuted.

Flaaffy is the middle stage between Mareep and Ampharos. It's a three-stage line with one more evolution to go. For breeding, average hatch time with plenty of partners via two egg groups. Flaaffy Guide
In Gold & Silver, Flaaffy isn't fully evolved, so it's not built for competitive play. You'll want to evolve it into Ampharos to unlock its full potential. At 365 BST, it's a stepping stone rather than a team anchor.
In Gold & Silver, Flaaffy's biggest threats include Golem (Ground), all carrying super-effective STAB moves. Only 1 weakness means fewer dedicated counters to worry about.
In Gold & Silver, Flaaffy fills the balanced role. It's a special attacker with base 80 Sp. Atk. Base 45 Speed is low. Priority moves or Trick Room are the way to go.
In Gold & Silver, Flaaffy does the job early-game if you need a Electric type on your team. Evolve it into Ampharos before the later gyms and it holds up fine through the story.
