As a baby Pokemon, Chingling is mostly a stepping stone. It eventually becomes Chimecho, and that's where you want to end up. The Bell Pokémon — cute, but not battle-ready. Only weak to Bug, Ghost, and Dark.
Sp. Atk and Defense carry most of Chingling's stat budget. Attack's the obvious dump stat. Common in the wild and yields 1 Sp. Atk EV. Follows a fast 800K XP curve.
This Pokémon gave me an excruciating headache when it seemingly cried out without making a sound. Perhaps there are some sounds that the human ear is simply incapable of hearing.
Chingling Weakness
VulnerableBug, Ghost, and Dark-type moves hit Chingling for super-effective damage. Levitate grants an additional Ground immunity, reshaping the matchup chart.
This is the baby stage. Chingling grows into Chimecho by leveling up. Want more? Breed the adults. Baby Pokemon sit in the Undiscovered egg group. The evolved forms gain up to 170 total stats over Chingling.
How to Evolve
Still unevolved, still relevant. Chingling's Eviolite bulk with a spread EV build EVs creates a defensive profile that punches above its stage. Levitate adds passive value. Cosmicpower gives it offensive presence.

A solid spread overall. Chingling gets Psychic and Extrasensory for same-type damage alongside Normal and Ghost coverage and more. It won't blow anyone away, but it doesn't leave you stuck either.
Don't skip the egg moves. Chingling picks up Cosmic Power and Curse only through breeding, and both fill gaps the natural movepool can't. STAB runs through Future Sight and Dream Eater while Normal and Ghost coverage and more adds range.

Levitate is what you want on Chingling. Every competitive set worth running is built with that ability in mind.
Base 45 Speed is low. Priority moves or Trick Room are the way to go. On offense, Chingling is leaning toward the special side (base 65 Sp. Atk). Defensively? Fragile — can't afford to take many hits.
