What separates Dragalge from the pack is Adaptability — it boosts same-type moves from 1.5x to 2x damage. Combine that with Poison/Dragon typing and it works well under Trick Room. Introduced in Gen 6.
Bulk defines Dragalge's stat line. Sp. Def and Sp. Atk anchor the defensive side, but Speed can't keep up offensively. Tough to catch and worth 2 Sp. Def EVs.
Their poison is strong enough to eat through the hull of a tanker, and they spit it indiscriminately at anything that enters their territory.

How to Evolve
Breed with Dragalge to get Skrelp eggs easily from the Dragon and Water1 egg groups. Notable egg moves include Acid Armor, Haze, Play Rough and 2 more.
This build takes hits and hits back. Black Sludge provides Poison-type passive recovery, Adaptability supports the gameplan, and max HP and Sp. Atk EVs mean Dragalge doesn't crumble to chip damage. Plus the remaining moves backing it up.
