Level 37 gets you Beartic. Not the fastest evolution, so consider Exp. Share or route grinding to speed it up.
For Scarlet & Violet, you can run Cubchoo through the first few routes without issues. 305 BST won't carry you far though. Get it to Beartic as fast as you can.
