Mid-stage Pokemon like Staravia rarely see competitive play outside of special formats. It's a waypoint on the road to Staraptor, which is where the real potential kicks in. Ground and Ghost moves can't touch it, and only 3 types hit it super-effectively. Known as the Starling Pokemon.
Speed and Attack carry most of Staravia's stat budget. Sp. Atk's the obvious dump stat. Common in the wild and yields 2 Speed EVs. Follows a 1.06M XP medium-slow curve.
Recognizing their own weakness, they always live in a group. When alone, a Staravia cries noisily.
They maintain huge flocks, although fierce scuffles break out between various flocks.
Staravia Weakness
GoodElectric, Ice, and Rock-type moves hit Staravia for super-effective damage. The upside? Ground and Ghost-type moves can't touch it at all.
Partway through Starly's chain. Staravia still has another evolution ahead before reaching Staraptor. For breeding, quick to hatch with a decent partner pool via one egg group. So far, Attack got the biggest boost (+20 from Starly). The final form adds another 145 stats on top.
How to Evolve
Breed with Staravia to get Starly eggs easily using 45 partners from the Flying egg group. Notable egg moves include Astonish, Double-Edge, Feather Dance and 3 more.
Prediction matters here. Choice Band means Staravia can't change moves after clicking, but the payoff is raw power at the cost of move flexibility. Max Attack and Speed EVs with Intimidate back that up. The remaining moves prevents free switches.

Staravia is meant to evolve into Staraptor. At 340 BST, the stats aren't there for competitive play yet. Pre-evolution Pokemon rarely hold up against fully evolved threats.
Intimidate is what you want on Staravia. Every competitive set worth running is built with that ability in mind. The alternatives (Reckless) work on paper but Intimidate is what makes Staravia worth using.
Base 80 Speed is workable — faster than some, slower than many. On offense, Staravia is a physical attacker with base 75 Attack. Defensively? Fragile — can't afford to take many hits.
