How to Evolve
WW Pikachu Best Moveset
Doubling both Attack stats with Held ItemLight Ball is the only thing keeping Pikachu relevant at all. That boost earned a brief spot in Gen II (Gold & Silver), but raw stats kept it near the bottom ever since. The move slots lean on NatureHasty to hit from both sides with Electric attacks before Pikachu's paper-thin bulk gives out.

Base Stats
Speed and Attack carry most of Pikachu's stat budget. HP's the obvious dump stat. Common in the wild and yields 2 Speed EVs. Follows a medium-fast 1M XP curve.
