These LoL Runes Reforged are part of Season 7 Update going live during Pre-Season. Completely new lol runes and one of biggest changes to League of Legends currency known as IP short for Influence Points.
What happens to my old runes I spent IP (Influence Points) on?
Riot plans to launch the LoL New Runes Reforged Update sometime during Pre Season. All of your IP, Old Runes and Rune Pages will be converted into a NEW Currency known as Blue Essence 
.

We’ll receive an exclusive ward skin (shown below) for anyone who owned any special legacy runes OR who spent at least 125,000 IP on runes before the September 1, 2017 cutoff date. We’ll also give rare rune owners a special commemorative icon.
RIOT also will give players something to spend thousands upon thousands of Blue Essence on. To celebrate there will be sale event, where players will be able to purchase many Rare Skins, Summoner Icons and other goodies.

LoL Runes
These are the New Runes that are showcased during the dev update by riot. Other lesser runes will still have an impact but will be built around your main Primary Runes in LoL.
Summoners will choose TWO paths: one PRIMARY and one SECONDARY.
(You cannot pick the same path twice.)
- The PRIMARY path has one “Keystone Slot” and “3 Lesser Slots”.
- The SECONDARY path has one Trait and a choice of 2 of the 3 Lesser Slots.
Each Slot provides a unique selection of new lol runes.
The Five Paths
There are five paths you can choose from, this choice is by far the most important since it determines what Keystone Runes you can use (The Best Runes In League of Legends).

These are the current League of Legends Runes showcased in DEV Updates by RIOT. These are still subject to change before release, but you can get an idea of what to expect from this huge upcoming Pre-Season update.

 Lethal Tempo (Keystone) (Precision) |
1.5 seconds after damaging a champion gain a large amount of attack speed. Lethal Tempo allows you to temporarily exceed the attack speed limit. |
 Fleet Footwork (Keystone) (Precision) |
Attacking and moving builds energy stacks. At 100 stacks, your next attack heals you and grants increased movement speed. |
 Dark Harvest (Keystone) (Domination) |
Champions, large minions, and large monsters drop soul essence on death. Touch souls to absorb them and deal bonus damage on your next attack based on total soul essence collected. |
 Predator (Keystone) (Domination) |
Add an active effect to your boots that grants a large boost of movement speed and causes your next attack or spell to deal bonus damage. |
 Electrocute (Keystone) (Domination) |
Hitting a champion with 3 unique attacks or abilities in 2 seconds deals bonus magic damage. |
 Phase Rush (Keystone) (Sorcery) |
Hitting an enemy champion with 3 unique attacks or abilities grants a burst of Movement Speed. |
 Arcane Comet (Keystone) (Sorcery) |
Hitting a champion with a spell hurls a damaging comet at them. |
 Summon Aerie (Keystone) (Sorcery) |
Your attacks and abilities send Aerie to a target, damaging enemies or shielding allies. |
 Grasp of the Undying (Keystone) (Resolve) |
Every 4 seconds your next attack on a champion deals bonus damage, heals you, and permanently increases your health. |
 Guardain (Keystone) (Resolve) |
Right-clicking on an allied champion grants you both a shield. |
 Aftershock (Keystone) (Resolve) |
After immobilizing an enemy champion gain defenses and later deal a burst of damage around you. |
 Glacial Augment (Keystone) (Inspiration) |
Your first attack against an enemy champion slows them (per unit cooldown). Slowing champions with active items shoots a freeze ray at them, creating a lingering slow zone. |
 Summoner Specialist (Keystone) (Inspiration) |
Get Summoner Shards and exchange them at the shop to change your Summoner Spells. |
