A locked-up storage facility on Five Island, sealed behind a password you'll pry from the grunts loitering outside. Inside, it's a tight run of rooms with little space to maneuver.

Post-game muscle guards this place, six fights climbing to level 55. Scientists bring Electric-types like Magneton while grunts mix Poison, Fighting, and Houndoom's Dark-Fire combo, so a deep, well-rounded team clears them fastest.

Five Isle Meadow on Five Island. You need both passwords to enter: the first (GOLDEEN need log) is overheard from two Rocket Grunts arguing outside Mt. Ember, and the second (Yes, nah, CHANSEY) comes from Gideon after he steals the Sapphire in Dotted Hole. Beat the Grunts inside and defeat Gideon to recover the Sapphire gem. Deliver it to Celio on One Island to complete the Network Machine and unlock trading with Ruby, Sapphire, and Emerald.
Islands One through Three unlock after you beat Blaine on Cinnabar Island. Bill takes you there as part of the story. Islands Four through Seven require beating the Elite Four first, then completing Celio's Ruby and Sapphire quest on One Island to get the Rainbow Pass.
You can physically reach all seven islands without it, but evolved Johto Pokemon only show up in the wild after you get the National Dex. That means 60 or more Pokedex entries plus completing Celio's quest. If you're only seeing Kanto species, that's why.
