Bleak Beach is the area that used to be Vermilion City. The land is overcome in darkness no matter the time of day, and you must find a way to bring light to the area. In addition to the city ruins, it also includes the S.S. Anne luxury cruise ship ruins accessible via Surf.

Electricity Restoration — the area is plunged in darkness. Install lights and power sources, work with Mareep and Pawmi (Generate specialty) to progressively illuminate the area and wake Mosslax.
Bleak Beach has one legendary Pokemon: Raikou.
Generate- Restore power across Bleak Beach by building generators, utility poles, and the Lighthouse.
- Reach 100 Bloom Points and talk to Mosslax to start "Brighten Things Up."
- Find Raikou in the hut above the cave on the north side of the area.
