Pokopia has 12 legendary and mythical Pokemon hiding behind quests, crafting projects, and one very annoying puzzle. You won't find these in habitats. Each one requires its own method: dolls, building kits, bells, story progression, or 27 scattered slates. The payoff? Legendaries give a bigger Environment Level boost than regular Pokemon, so parking one in a struggling area is the fastest way to level it up.

Four legendaries show up on Dream Islands. Place a doll in your home, visit the island it unlocks, and hope the legendary spawns. It's random, so you'll probably need a few trips before it works. Each doll maps to one specific legendary, though, so at least you know which one you're chasing.

Story Prerequisites#

  • Raikou is encountered during the main story at Bleak Beach first (Pokedex registration only). You must then re-encounter Raikou on the Dream Island using the Pikachu Doll to befriend it.
  • Mewtwo requires completing the "Rebuild the huge building!" request in Sparkling Skylands first. This is a multi-phase building project (2F through 4F). After reaching the rooftop for the story encounter, revisit via the Dragonite Doll Dream Island.
  • Entei and Suicune have no story prerequisite. They can be encountered directly on their respective Dream Islands.

Getting the three legendary birds is a construction project. You'll need a special building kit for each one, found around the Palette Town area. The Abandoned Power Plant kit comes from the Pokemon Center shop. The Freezing Chambers and Altar of the Flame kits are pickups on nearby islands. Before you can build anything, you need 15 Pokemon living in the area plus a stack of crafting materials.

You'll see Lugia and Ho-Oh flying overhead long before you can befriend them. To actually bring one down, you need the right bell, and getting the bell recipe requires befriending an entire trio of legendaries first. Then collect feathers, craft the bell, and ring it when the target flies past. It's the longest chain in the game.

Lugia — Tidal Bell#

  • Step 1: Befriend all three legendary birds (Articuno, Zapdos, Moltres).
  • Step 2: Completing the bird trio unlocks the Tidal Bell recipe.
  • Step 3: Collect Silver Feathers. Lugia drops these as it flies overhead. Use Cut to dispel the wind around each feather before picking it up.
  • Step 4: Craft the Tidal Bell (5 Rare Pokemetal + 5 Silver Feathers).
  • Step 5: Place the bell in an open area. When Lugia flies overhead, ring the bell to summon it.

Ho-Oh — Clear Bell#

  • Step 1: Befriend all three legendary beasts (Raikou, Entei, Suicune). Note: Raikou's story encounter at Bleak Beach alone does not count. You must befriend it via the Dream Island.
  • Step 2: Completing the beast trio unlocks the Clear Bell recipe.
  • Step 3: Collect Rainbow Feathers. Ho-Oh drops these as it flies overhead. The feathers land on fire — use Water Gun to extinguish the flames before picking them up.
  • Step 4: Craft the Clear Bell (5 Rare Pokemetal + 5 Rainbow Feathers).
  • Step 5: Place the bell at a high, open location. When Ho-Oh flies overhead, ring the bell to summon it.

Kyogre and Volcanion are freebies. Both pop up during the main story, so you can't miss them. The catch: nobody's confirmed yet whether you can actually move them into a habitat after the encounter.

Kyogre — Withered Wasteland#

Kyogre shows up during the "Yawn Up A Storm" quest. Head to the dock at the far end of the Withered Wasteland, near where Magikarp hang out. Story-scripted, so you can't mess this one up.

Volcanion — Rocky Ridges#

Volcanion drops in during the "Time to Party!" quest in Rocky Ridges. Talk to Professor Tangrowth at the top of the volcano and Volcanion shows up on its own. Same deal as Kyogre: can't miss it.

Mew is Pokopia's only mythical Pokemon, and getting it is nothing like the others. No dolls, no kits, no bells. Instead, you're hunting down 27 Mysterious Slates scattered across the map and arranging them into a mural. It's a scavenger hunt that'll take you everywhere.

How to Find Mew#

  • Find 27 Mysterious Slates — These appear as shiny ground patches and glowing blocks throughout the game world. Each slate corresponds to one letter of the Unown alphabet.
  • Use the Dowsing Machine — The Dowsing Machine key item and Pokemon with the Search specialty help locate hidden slates.
  • Go to the ruins — Head northeast of the Pokemon Center in the Withered Wasteland. Use Rock Smash on nearby walls to reveal a downward staircase leading to the Mysterious Mural.
  • Arrange the slates — Place all 27 slates on the mural to form a picture of Mew. The arrangement of the Unown letters matters.
  • Befriend Mew — Once the picture is complete, Mew becomes available. Assign it a habitat or house with a vacant slot.

  • 12 total. Four from Dream Islands (Raikou, Entei, Suicune, Mewtwo), three from building kits (Articuno, Zapdos, Moltres), two from bell summoning (Lugia, Ho-Oh), two from story quests (Kyogre, Volcanion), and Mew from the slate puzzle.

  • Nope. Kyogre and Volcanion are baked into the main story. The other 10 come from side activities that stay open after you finish the campaign. Take your time with them.

  • Place a doll in your home and it unlocks a Dream Island. Pikachu Doll gets you Raikou, Arcanine Doll gets Entei, Eevee Doll gets Suicune, and Dragonite Doll gets Mewtwo. Spawns are random though, so don't expect to see the legendary on your first visit.

  • Befriend all three legendary birds first to unlock the Tidal Bell recipe (summons Lugia). Befriend all three beasts for the Clear Bell recipe (summons Ho-Oh). Both bells cost 5 Rare Pokemetal plus 5 feathers, and you'll collect those feathers from the legendary flying overhead before you can even craft the bell.

  • Everywhere. The 27 slates are scattered across the whole map as glowing ground patches and breakable blocks. Bring a Pokemon with the Search specialty and use the Dowsing Machine to track them down. Each slate is one letter of the Unown alphabet.

  • Most of them. Raikou's Generate powers machines, Entei and Volcanion have Burn, Suicune has Water, the three birds share Fly, and Mew plus Mewtwo both have Teleport. Ho-Oh, Kyogre, and Lugia haven't been confirmed yet.

  • More than regular Pokemon. The game doesn't show exact numbers, but keeping a legendary comfortable in an area is the fastest way to push that zone's Environment Level up. If you're stuck on a tough area, drop a legendary there.
