Lugia is the reward for befriending all three legendary birds. You'll see it flying overhead long before you can interact with it. Bringing it down requires the Tidal Bell, and getting the bell takes real work.
- Befriend all three legendary birds: Articuno, Zapdos, and Moltres. Each requires building a kit in Palette Town.
- Completing the bird trio unlocks the Tidal Bell crafting recipe.
- Collect Silver Feathers. Lugia drops these as it flies overhead. The feathers create a wind column when they land. Use Cut to dispel the wind before picking them up.
- Gather Rare Pokemetal (see materials table below).
- Craft the Tidal Bell at a workbench.
- Place the bell in an open area. Wait for Lugia to fly overhead, then ring the bell to summon it.
