Articuno requires building the Freezing Chambers, a special habitat kit found in the Palette Town area. Once constructed, Articuno appears via a cutscene.
- Find the Freezing Chambers Kit on the eastern island near Palette Town (it's a ground pickup, not a shop purchase).
- Make sure you have at least 15 Pokemon living in the area, including Pokemon with Build, Water, Search, and Crush specialties. The game blocks construction without enough helpers.
- Gather the required materials listed below.
- Build the Freezing Chambers. Articuno arrives after construction finishes.
