Kyogre is a freebie. It shows up during the main story in the Withered Wasteland and can't be missed. But getting to the encounter involves raising the area's humidity and building a Rain Dance Site first.
- Complete "Find Slowpoke" from Professor Tangrowth. Bring Slowpoke back to the Pokemon Center and it joins your party.
- Raise humidity around the Pokemon Center: use Water Gun on soil, clear clogged areas with Rock Smash, place Horsea Fountains in ponds, and revive 10 withered trees.
- Build the Rain Dance Site using 2 Castform Weather Charms (free from Tangrowth's wheelbarrow), 1 Wooden Plate, and 1 Leppa Berry.
- Place a Water-type Pokemon with the Water specialty at the Rain Dance Site. Slowpoke yawns, triggering a rainstorm across the area.
- Head to the fishing docks up north. Kyogre appears at the broken end of the dock.
- Craft bridge planks at the nearby workbench and rebuild the dock to reach Kyogre. It agrees to help with the rain and registers to your Pokedex.
Kyogre is a big fan of lots of water. Set up its space with the right stuff and comfort climbs fast. Happy Pokemon give better gifts.
