Raikou is a two-step legendary. You'll first meet it during the main story at Bleak Beach, but that encounter only registers it in your Pokedex. To actually befriend Raikou, you need to find it again on a Dream Island.
Step 1: Bleak Beach Story Encounter#
The Bleak Beach questline is about restoring power to the area. You'll work through several tasks before Raikou shows up.
- Light up 3 streetlights using Pawmi or Pawmo's electricity (Meowth's quest "Light up streetlights").
- Build the Furnace on the coast and connect water wheels by carving water channels to generate power.
- String utility poles across the area to power all 5 charging stations. Build Seashell Lamps and connect them to cave poles.
- Build and light the Lighthouse by connecting poles to its four spotlights.
- Reach 100 Bloom Points. Once all charging stations are powered and Peakychu releases a final energy burst, talk to Mosslax to start "Brighten Things Up."
- Mosslax stirs, triggering a thunderstorm. Find Raikou in the hut above the cave on the north side. Raikou registers to your Pokedex.
Step 2: Dream Island#
- Get a Pikachu Doll and place it in your home. This unlocks Raikou's Dream Island.
- Visit the Dream Island. Raikou's spawn is random, so you may need to come back multiple times.
- Check small enclosed rooms with walls that look different from the rest of the island. Players report better odds in those spots.
- Talk to Raikou when it appears to befriend it and bring it home.
Raikou loves electronics and shiny stuff. The more of these you place nearby, the happier it gets. Aim for Awesome comfort.
