Weepinbell has a large hook on its rear end. At night, the Pokemon hooks on to a tree branch and goes to sleep. If it moves around in its sleep, it may wake up to find itself on the ground.

Weepinbell is meant to evolve into Victreebel. At 390 BST, the stats aren't there for competitive play yet. Pre-evolution Pokemon rarely hold up against fully evolved threats.
Chlorophyll is what you want on Weepinbell. Every competitive set worth running is built with that ability in mind. The alternatives (Gluttony) work on paper but Chlorophyll is what makes Weepinbell worth using.
At base 55 Speed, it won't be moving first often. On offense, Weepinbell is a special attacker with base 85 Sp. Atk. Defensively? Fragile, can't afford to take many hits.
For Omega Ruby & Alpha Sapphire, you can run Weepinbell through the first few routes without issues. 390 BST won't carry you far though. Get it to Victreebel as fast as you can.
