Middle stage where AbilityChlorophyll in sun doubles 55 Speed to 110. 90 Attack and 85 Sp. Atk fire from both sides, but the moveset can't justify dedicating sun support to an unevolved form. Victreebel adds the base power. One evolution away.

Breeding's the move. Bullet Seed and Clear Smog give Weepinbell options it can't learn any other way, and Normal and Dark coverage already covers a decent range on top of Solar Beam and Power Whip. The egg moves push it further.

Weepinbell Black 2 & White 2 Guide
Weepinbell is meant to evolve into Victreebel. At 390 BST, the stats aren't there for competitive play yet. Pre-evolution Pokemon rarely hold up against fully evolved threats.
Chlorophyll is what you want on Weepinbell. Every competitive set worth running is built with that ability in mind. The alternatives (Gluttony) work on paper but Chlorophyll is what makes Weepinbell worth using.
At base 55 Speed, it won't be moving first often. On offense, Weepinbell is a special attacker with base 85 Sp. Atk. Defensively? Fragile, can't afford to take many hits.
For Black 2 & White 2, you can run Weepinbell through the first few routes without issues. 390 BST won't carry you far though. Get it to Victreebel as fast as you can.
Game Availability
One of the original 151, Weepinbell has appeared in 20 games — most mainline games. From Red & Blue through the latest titles, it's rarely been left out of a regional Pokedex.
