Togepi isn't catchable in Black 2 & White 2. Catch one in White, then trade it to Black 2 & White 2.
For Black 2 & White 2, you can run Togepi through the first few routes without issues. 245 BST won't carry you far though. Get it to Togetic as fast as you can.
