Mega Rayquaza can Mega Evolve without a Mega Stone by knowing MoveDragon Ascent, freeing the item slot. AbilityDelta Stream removes Flying weaknesses. 180 Attack and 180 Sp. Atk fire from both sides. The moveset is the most powerful Pokemon in the format and was banned from Ubers.
