For the Black 2 & White 2 meta, At 480 BST, Phione is built different. We rank it C-Tier. As a Mythical Pokemon, the raw stats back up the reputation. Best used as a support. Rest with Apicotberry is the standard set.
Hydration cures any major status ailment after each turn during rain. That's the one you want on Phione. It's the only ability Phione has.
