Without TMs, Latios's movepool is bare bones. With them, you get coverage across 9 types on top of Draco Meteor and Dream Eater for STAB. The natural kit handles basics, but TMs are doing the real work.

Latios X & Y Guide
For the X & Y meta, At 700 BST, Latios is built different. We rank it S-Tier. As a Legendary Pokemon, the raw stats back up the reputation. Best used as a sweeper. Draco Meteor with Life Orb is the standard set.
In X & Y, yes. Mega Latios hits 800 BST, a solid jump from the base 700. Hold the Mega Stone, trigger it in battle, and it lasts the whole fight. One Mega per team.
In X & Y, watch for Lapras (Ice), Heracross (Bug), and Misdreavus (Ghost) when using Latios. They all hit it super-effectively with STAB. Dragon, Dark, and Fairy-type attackers are also a problem. With 6 weakness types, most competitive teams carry at least one counter. Latios has enough bulk to absorb a hit, but don't push the matchup. Pivot to a teammate that resists.
In X & Y, Run Levitate on Latios. It's the ability that defines how you build around it and the main reason it holds a competitive niche. With base 110 Speed, Levitate gives Latios an edge before opponents can react.
In X & Y, Latios fills the sweeper role. It's a special attacker with base 160 Sp. Atk. Base 110 Speed lets it outrun most of the field. And it's tanky enough to absorb a few hits.
