In Omega Ruby & Alpha Sapphire, Sap Sipper changes the entire equation for Gogoat. The 531 BST doesn't tell the full story. Ranked C-Tier as a tank. Horn Leech with Leftovers is the standard set.
Sap Sipper is what you want on Gogoat. Every competitive set worth running is built with that ability in mind. The alternatives (Grass Pelt) work on paper but Sap Sipper is what makes Gogoat worth using.
At base 68 Speed, it won't be moving first often. On offense, Gogoat is a physical attacker with base 100 Attack. Defensively? Enough bulk to take a hit or two. Best used as a tank.
In Omega Ruby & Alpha Sapphire, run Horn Leech, Earthquake, Leech Seed, and Bulk Up on Gogoat. Horn Leech is the most common pick at 0% usage. This set covers the tank role with a mix of damage and utility.
