Water/Ice at 90 HP with AbilityThick Fat halving Fire and Ice damage, which patches two of the four weaknesses. 70 Sp. Atk at 70 Speed behind dual TermStab covers Ground, Dragon, Grass, and Flying. The moveset tanks neutral hits and fires back slowly. Low offensive ceiling, but the defensive profile finds niches.
Water/Ice coverage looked good in Gen I (Red & Blue). 70 Special handled both STAB types, but 90 HP and 80 Defense couldn't carry a Pokemon this slow.

Run Thick Fat on Dewgong. It's the ability that defines how you build around it and the main reason it holds a competitive niche. Dewgong also gets Hydration and Ice Body, but they don't compare.
Dewgong fills the balanced role. It's a mixed attacker with base 70 Attack and 70 Sp. Atk. Base 70 Speed is workable. Faster than some, slower than many. And it's enough bulk to take a hit or two.
