Chingling isn't catchable in Black 2 & White 2. Obtain one in Black or White, then trade it to Black 2 & White 2.
For Black 2 & White 2, you can run Chingling through the first few routes without issues. 285 BST won't carry you far though. Get it to Chimecho as fast as you can.
