Blastoise Legends: Z-A Guide
In Legends: Z-A, Blastoise has a 530 base stat total and ranks as C-Tier: a niche pick in Legends: Z-A's meta. It works best as a balanced. Shellsmash with White Herb is the standard set.
Mega Evolution isn't available in Legends: Z-A, but Blastoise does have a Mega form in Gen 6-7 games (X/Y, ORAS, Sun/Moon). Mega Blastoise hits 630 BST.
Torrent strengthens water moves to inflict 1.5× damage at 1/3 max HP or less. That's the one you want on Blastoise. Rain Dish is the hidden ability. Niche, but it has its uses.
In Legends: Z-A, Blastoise fills the balanced role. It's a mixed attacker with base 83 Attack and 85 Sp. Atk. Base 78 Speed is workable. Faster than some, slower than many. And it's tanky enough to absorb a few hits.

Blastoise first appeared in Red & Blue and spans 21 games across 10 generations. It later gained a Mega form in Generation 6 and a Gigantamax form in Generation 8, adding new dimensions to its competitive identity.
