Mega Altaria shifts to Dragon/Fairy with AbilityPixilate converting Normal moves to boosted Fairy attacks. 110 Attack fires Pixilate-boosted MoveReturn at enormous Fairy power. Dragon/Fairy resists nine types. The moveset earns D-tier on the base form but the Mega has offensive Fairy power limited by 80 Speed.

For Sun & Moon, we rate Altaria C-Tier: a niche pick in Sun & Moon's meta. At 590 BST, it fits the attacker role. Earthquake with Leftovers is the standard set.
In Sun & Moon, Altaria can Mega Evolve into Mega Altaria. That's 690 BST, up from 590. The stat redistribution often changes its best role. Mega Stone required, one per battle.
Pixilate is the go-to ability for Altaria. It turns the bearer's normal moves into fairy moves and strengthens them to 1.3× their power. It's Altaria's only ability.
Base 80 Speed is workable. Faster than some, slower than many. On offense, Altaria is a mixed attacker with base 110 Attack and 110 Sp. Atk. Defensively? Tanky enough to absorb a few hits. Best used as an attacker.
