The Diablo Immortal Vox Rune can be used to craft Legendary Gems, Weapons, and Armor. You can craft Gems such as The Hunger, Unity Crystal with the Vox Rune, and you can also purchase this rune for 1500 (FE) by visiting the Fading Ember Trader.
